The Foreign Affairs Journal Dialogue Successfully Launched

On May 27, 2025, the Chinese People’s Institute of Foreign Affairs (CPIFA) held the launching ceremony of the Foreign Affairs Journal Dialogue. The event was attended by CPIFA President Wang Chao, Vice President and Editor-in-Chief of the Foreign Affairs Journal Zou Xiaoli, Vice President Zhou Pingjian, Deputy Secretary General and Deputy Editor-in-Chief of the Foreign Affairs Journal Zhang Lu, all members of the visiting delegation of the Interparliamentary Commission of the Pacific Alliance (CISAP comprising Mexico, Colombia, Peru, and Chile) , and experts and scholars from the Chinese Academy of Social Sciences, the China Institute of International Studies, Tsinghua University, and China Foreign Affairs University.

President Wang Chao stated in his speech that as early as in the 1950s, the CPIFA had invited and hosted parliamentarian delegations from such Latin American countries as Brazil and Chile. Chairman Mao Zedong, Vice Chairman Liu Shaoqi, and Premier Zhou Enlai all met with them. With the rapid growth of China’s relations with Latin American and Caribbean (LAC) countries in recent years, the CPIFA has strengthened exchanges with prominent figures, think tanks, and civil society organizations from these countries. This year marks the 10th anniversary of the official launch of the China-CELAC Forum. Two weeks ago, the Fourth Ministerial Meeting of the Forum was successfully held in Beijing. President Xi Jinping attended and addressed the opening ceremony, where he announced the launch of five programs on solidarity, development, civilization, peace, and people-to-people connectivity. This set the direction for the building of the China-LAC community with a shared future.
President Wang Chao noted that the Foreign Affairs Journal, established by the CPIFA in 1985, is the first English publication on foreign affairs and international politics in New China. As we mark the 40th anniversary of the Journal this year, the CPIFA is happy to launch the Foreign Affairs Journal Dialogue and hold its first meeting with the visiting delegation of CISAP. We hope to facilitate exchanges between the CISAP members and Chinese experts and scholars, to contribute ideas and suggestions for the implementation of the Five Programs proposed by President Xi Jinping. Going forward, we hope the Foreign Affairs Journal Dialogue will serve as a platform to pool the wisdom and strength of more Chinese and foreign experts, scholars, and leading figures across sectors, to play their due part in writing new chapters in the building of a community with a shared future for mankind.

Deputy Miguel ángel Calisto of the Chilean National Congress, who is rotating chair of CISAP and head of the visiting delegation, said in his address that China is the most important investor in Latin America and the largest trading partner for many Latin American countries. As the most successful regional integration organization in Latin America, the Pacific Alliance puts its relations with China in a priority place.
In 2013, China became an observer state of the Pacific Alliance, and its influence in the organization has been growing steadily. At a time when global economic growth remains sluggish and much instability persists surrounding tariffs, the visit of the CISAP delegation to China is a landmark event. It sends a strong signal to the world that the South countries are enhancing solidarity and cooperation.
We have always pursued economic and trade relations with other countries on the basis of mutual respect, especially respect for the sovereignty of all countries. We believe that every country has the right to independently decide with whom it does trade. We believe in the power of free trade, we believe in the power of multilateralism, and we will continue to push forward globalization in the future. In these respects, we share the same goals and common interests with China.
We thank the CPIFA for building bridges to deepen the understanding and trust between China and the Pacific Alliance, and wish to work with more Latin American countries to develop friendly and cooperative relations with China, to the benefit to the people of all our countries.
After the launching ceremony, the first meeting of the Foreign Affairs Journal Dialogue was held. Participants from both sides had comprehensive, in-depth, and friendly exchanges on the theme of “China-Latin America Relations and Cooperation amid Shifting Global Political and Economic Dynamics.” Both sides agreed that the Five Programs proposed by President Xi Jinping in his keynote address at the recent China-CELAC Forum meeting injected new momentum into cooperation between China and the Pacific Alliance. The two sides need to work more closely to practice true multilateralism, oppose unilateralism, jointly advocate an equal and orderly muti-polar world and universally beneficial and inclusive economic globalization, to bring greater stability and positive energy to global development.
